CEEG Seminar Series: Forced to be transparent? An analysis of the adoption and implementation of extractive industries transparency initiative in Mozambique

On Wednesday, 10 July 2024, Liria Langa, PhD Student at the University of Dar Es Salaam, will present her paper based on a desk review entitled ‘Forced to be transparent? An analysis of the adoption and implementation of extractive industries transparency initiative in Mozambique´. 

The seminar is part of the CEEG Seminar Series, organized under the Inclusive growth in Mozambique (IGM) programme. The seminars offer a forum to share and discuss ongoing research on topics related to the work of the IGM programme and to foster a culture of research at the faculty and at UEM in general.

The seminars take place at the Faculty of Economics of the University of Eduardo Mondlane (UEM). They are public events open to everyone. The presentation will be given in Portuguese.

About the study

A decade and a half ago, Mozambique joined the Extractive Industries Transparency Initiative (EITI) as part of a public commitment made in 2008 to promote transparency and accountability in the management of extractive revenues. 

Since the beginning of the EITI implementation, the country has published ten reports, revealing a progressive improvement in terms of quality and diversity of information on the extractive industries (EI) in Mozambique. According to the study at hand, one of the most perplexing features observed in Mozambique’s turn towards adoption and implementation of the EITI – an initiative anchored on the transparency and the accountability – is the contrast between such intentions and an environment marred with prevalence of systematic corruption, involving the main actors responsible for its adoption and expected to be responsible for its implementation.

The paper seeks to analyze the puzzle posed by the contrast between high prevalence of corruption in Mozambique and the country’s commitment to implement the EITI by exploring the government motivations to join the initiative and the challenges associated with its implementation.
